100 Days of Mandatory Health Insurance in Armenia: 1.7 Million People Join the System

The initial results of the Mandatory Health Insurance (MHI) system rollout in Armenia: in the 100 days since its implementation, the reform has demonstrated rapid population coverage and active utilization of medical services.
Since January 2026, approximately 1.7 million people have joined the system. The primary growth was driven by citizens with incomes above the established threshold, for whom participation became mandatory, as well as voluntarily enrolled individual entrepreneurs – around 5,000 self-employed individuals (IEs) joined the program ahead of schedule.
According to Ministry of Health data, during this period:
- 614,000 people have already utilized medical services through the insurance system.
- The total number of medical visits reached approximately 1 million cases.
- Insurance fund expenditures totaled roughly 40 billion AMD (~$105 million).
Actual expenditures align with planned budget targets, indicating a stable start for the system without significant imbalances in the workload.
